For what you have explained wikis would be a good way to organize information. You would be able to link to your libraries in different ways. The best part about wikis is that they are very flexible for organizing and categorizing data and allow contributions from the community.

Wikis in general are a good way to organize a lot of information.
In SamePage, you can link from one page to another; as well as link to attachments from any page.
