Hi everyone,
I am building a site (to be up by the end of this month, hopefully) thats community based and meant to be very interactive.
It needs to have this specific set of features:
- wiki
- blog
- forums
- article system (like digg or reddit)
- rss
- bug tracker
At the moment I am set on TikiWiki or BitWeaver (which as I understand is the more lightweight descendant of TikiWiki), but I still need to do some research to make the right choice.
Does anyone know any CMS other than the ones mentioned that has the specific set of features I mentioned? Is it better than TikiWiki or BitWeaver in some way?

Do take some time to trial SamePage from http://samepage.spwiki.com. It has all the things you are looking for (not 100% sure what article system is). SamePage has been built on top of a robust CMS platform, so in one sense you are getting the best of both worlds.

As you want/need all these features, there are two general directions:
1- Pick a series of best-of-breed tools which integrate well together
2- Pick a more "general purpose" tool which offers the functionality
You have to think about:
1- What level of integration do you need? Single Sign On, common look & feel, unified search, etc?
2- In each solution, are the features good enough for your needs?
In general, I am a proponent of tighter integration. But of course, it really depends of the projects. Here are some thoughts:
